I found this way too bland for a chai. You need to boil this down until it's very strong and concentrated, otherwise it's watery and bland when you add the milk. Just make sure you don't add the tea until the last 5 minutes (that's how long you should steep the tea) otherwise it will become bitter. I refrigerate the "concentrate" and add milk when I want a chai (ratio of half chai, half milk if you get your chai strong enough) otherwise add milk to taste.

Know a few Indians who make this
There are some Indian men that have somewhere around a year-contract with one of the companies here in town. They usually make Chai by either doing 50% milk (or heavy cream) or more and cutting out however much water they replaced with milk. Generally they bring the milk-water to a low boil with at *least* one tsp of loose-leaf tea per serving and use cardamom instead of allspice berries.
Their Chai is very rich, very good, and very filling. I think just those few changes will make the recipe closer to what most people expect.
